US lawmakers are working through the weekend for the initial time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to diminish as Republican senators floated a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.
Growing Impact of Government Shutdown
The effect on US citizens from the longest closure of the US government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
Trump's Plan from Golf Course
As weekend session got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Several Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is actually better for the patient," one senator stated.
Another senator commended Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Reaction
Democratic senators expressed alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another lawmaker responded to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? In that case I welcome your support for universal healthcare."
Ongoing Talks
The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an openness to an developing proposal from a small group of centrist lawmakers to terminate the shutdown in return for a later vote on the Obamacare subsidies.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an proposal to reopen the government and continue the subsidies for a year.
Another senior Democratic lawmaker persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before discussing the long-term of the subsidies.
"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."
Political Dynamics
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of eliminating and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.
Several analysts indicated that the essence of such a plan would remove the ACA's mandate that carriers cover individuals with pre-existing conditions.
After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the plan that was unsuccessful to garner enough backing in 2017.
